Commissioner Johnnie Carswell is a longtime resident of Burke County, having graduated from Valdese High School in Valdese, NC in 1965. He resides in Morganton, NC with his wife Brenda and is the proud father of four children, 12 grandchildren, and five great-grandchildren. He served in the US Army’s 709th Military Police Battalion and was stationed in Hanau, Germany from 1966 to 1968. After being honorably discharged in 1972, Carswell then pursued a law enforcement career that spanned five decades in service of North Carolina’s residents.
Carswell first joined the Burke County Board of Commissioners in 2011 after being appointed to fill a vacancy on the board. He has served as the Board Chair in Burke County twice, once in 2014 and again in 2018. Carswell has been appointed to positions on statewide authorities and initiatives in previous governor’s administrations and has served in multiple leadership roles with the NCACC ranging from district director to steering committee chair positions. He was appointed in 2020 to the Association’s 5-5-5 Committee, a specially appointed opioid settlement working group created to develop a statewide plan to effectively use funds coming to North Carolina from national opioid settlements.
The incoming NCACC President has been recognized on multiple occasions for his commitment to leadership and service. These include the North Carolina Dogwood Award from Attorney General Josh Stein, The M.H. “Jack” Brock Outstanding County Commissioner Award from NCACC, and a Mentor Certification from the UNC School of Government’s Local Elected Leaders Academy.
